Grants for Rehabilitation and Establishment of New Plantation of Shelterbelts

Aim: Protective shelterbelts are rehabilitated and established in at least 200 hectares of degraded and marginal farmland in the central and southern agro-climatic zones.

Ceiling: up to $1 200 USD/ha for rehabilitation and up to $ 3 000 USD/ha for establishment of new plantations.


The restoration of the native vegetation cover and natural productivity of degraded lands can contribute to increasing climate resilience of rural communities, agriculture land and ecosystems in the Moldovan agro landscapes. The restoration of on-farm non-crop habitats – natural vegetation shelterbelts – increases key environmental services for agriculture production at the farm and landscape level.

The aim of the supporting Local Public Authorities LPA (Primarias) and farmers’ investments in protective shelterbelts is to: (i) demonstrate good practices on adaptive management and ecosystem-based restoration of protective shelterbelts in marginal farmland and grass cover in orchards and vineyards; (ii) provide beneficiaries with the necessary technical assistance to increase revenues through income diversification opportunities based on the sustainable use of silvo-pastoral products.

The project aims at providing grants to incentivize farmers to adopt protective shelterbelts for the implementation of a representative number of ecological restoration demonstration plots. These incentives will be focused on central and southern part of Moldova. Farmers from mentioned areas will be invited to attend two workshops where the Technical Support and Advisory Working Group will introduce the ecological restoration objectives. As a result of the conducted workshops 200 ha of candidate restoration plots from centre and south will be selected for shelterbelts rehabilitation or new establishment.

Beneficiaries and eligibility criteria

a) Rehabilitation of shelterbelts

Beneficiaries of the small grants for protective shelterbelts rehabilitation will be Local Public Authorities (Primarias) or agricultural enterprises from all region of Moldova, but priority will be given to applicant from Central and Southern part, which owns shelterbelts, and which require rehabilitation measures.

b) Establishment of new plantations of shelterbelts

For new plantations of shelterbelts will be eligible agriculture entrepreneurs also from all parts of Moldova and LPA only from all region of Moldova.

Financing requirements

a) LPAs

The project will provide financing grant with a maximum amount of up to $1 200 USD/ha to support rehabilitation works in currently existing shelterbelts, but not more than 10 ha per one community (LPA). The LPA will ensure in co-financing in kind at least 10% to the total cost for rehabilitation.

The Programme will provide up to $3 000 USD/ ha for new plantation of shelterbelts. Area of new plantation of shelterbelts financed from the Programme will not exceed 10 ha per one LPA. Contribution in-kind of LPA will be 10% to the total cost.

 b) Agriculture enterprises

The Programme will provide a maximum amount of up to $1 200 USD/ha to support rehabilitation works in currently existing shelterbelts on farm, but not more than 5 ha per one applicant. The enterprise will ensure in-kind contribution at least 10% to the total cost for rehabilitation.

For new plantation of shelterbelts will be provided up to $3 000 USD/ha/one applicant.  Area of new plantation of shelterbelts financed from the Programme will not exceed 5 ha per one farm. Beneficiary will contribute in kind at least 10% to the total cost for establishment of new plantation.

The funding will be available upon investment and will be paid the Moldsilva local Agency which will be contracted to supply planting material and provide rehabilitation and planting works on the beneficiary site.

The agriculture enterprises which hold an Investment plan for establishment of shelterbelts, developed by authorised CPIU service provider can apply to CPIU directly for reimbursement providing the same application document like in case when payment is done to the service provider (Moldsilva).

La etapa de recepționare dosarele de aplicare vor fi înregistrate în registrul scrisorilor de intrare, fiind  notate: data depunerii, denumirea grantului, denumirea solicitantului și semnătura persoanei care a recepționat dosarul.
