Matching Grants for Small-Scale Value Chains Production and Marketing of Shelterbelt Plant Products (NTFPs)

Aim: Pilot, small-scale value chains for the production and marketing of shelterbelt plant products are developed as a by-product of the restoration work.The shelterbelt restoration offer an interesting opportunity to develop pilot value chains based on an array of products obtained through some of the species used for this activity – i.e. aromatic and medicinal plants, wild fruits, honey.

Ceiling: maximum USD 20,000/ beneficiary.

Background

The shelterbelt restoration offer an interesting opportunity to develop pilot value chains based on an array of products obtained through some of the species used for this activity – i.e. aromatic and medicinal plants, wild fruits, honey. Although the main objective of restoration is to support CA, this working line can help diversify the income of local smallholders and poor asset farmers.

Adequate investments will be available to build the capacity of smallholder farmers involved in these productions, and to purchase the materials and the light equipment needed or processing the products (i.e. cleaning and drying devices, small distillation units etc). The final objective is to take advantage of the restoration work to encourage artisanal MAP, wild fruits and honey production that can be sold on the local markets and can diversify smallholders’ income with relatively added effort.

Beneficiaries and eligibility criteria

The Programme will provide technical assistance and small grants single farms or to consortia/group  of smallholders, as appropriate to build the capacity of smallholder farmers involved in these productions, and to purchase the materials and the light equipment needed or processing the products (i.e. cleaning and drying devices, small distillation units etc). Technical assistance will be provided for developing of the NTFP production and marketing plans, training activities, studies, assessment of market opportunities for NTFPs.

Beneficiaries of the small grants for equipment needed for production, harvesting and/or processing the NTFPs should meet the following eligibility criteria:

  • Are registered as economic entities and conduct agricultural/farming activity and it is linked to a value chain and produce NTFPs;
  • Are registered as economic entity and conduct activity as a Value chain driver for NTFPs (processor, distributer, etc)in rural area, except for Chisinau and Balti towns;
  • Have at least two year experience of farming or three years in processing,  distribution, marketing of NTFPs;
  • Own or lease on long terms plantation of shelterbelts, forest plantations, from which is harvesting NTFPs(not refer to Value chain drivers);
  • Committed to contribute in cash with at least 50% to the cost for procurement of equipment;
  • Committed to serve a Value Chain Driver for NTFPs (it referrer to Value chain drivers).

Financing requirements

Tohelp stakeholders, the Programme will provide financial support from GEF grant to at least three pilot project’s champions (buyer-producer or producer of NTFPs) through 50% grants (up to $20,000) for intensive and innovative production equipment, post harvesting equipment (for sorting, packing, pre-cooling and storage) in case that immediate results (considerable increase in production and product quality) can be demonstrated within the proximate production season.
